AltStore PAL: The First Third-Party iOS App Store Opens in the EU

AltStore PAL, an EU-approved third-party app marketplace from developer Riley Testut, launches in the EU, offering indie developers a new platform for app distribution amid Apple's compliance with the Digital Markets Act.

AltStore PAL, a new third-party app marketplace, has made its debut in the European Union. This development is the brainchild of iOS developer Riley Testut, who is also known for successfully integrating his Delta retro-game emulator into the iPhone App Store. The launch coincides with the release of the emulator on the official App Store.

AltStore PAL launches in EU

This alternative marketplace is a direct response to the recent legislative changes in the EU, particularly the Digital Markets Act (DMA), which aims to enhance competition by allowing for side-loading on devices such as the iPhone.

Despite Apple's initial resistance to such changes, the tech giant has adapted its iOS 17.4 update to accommodate the new regulations, albeit under stringent conditions that have sparked debate.

AltStore PAL positions itself as a sanctioned alternative for app distribution within the EU, specifically targeting independent developers who seek a cost-free avenue to share their iOS applications.

"AltStore is particularly suited for smaller, indie apps that may not comply with the App Store's guidelines," Testut explained.


 

Currently, AltStore PAL's offerings are limited to two applications: a Clip manager and Testut's own creation, Delta, a Nintendo emulator. The latter is also accessible through Apple's App Store.

There are a few catches though.

That not free to access AltStore, users are required to pay a nominal annual fee of €1.50. This charge is a consequence of Apple's decision to impose a "Core Technology Fee," mandating that alternative iOS app marketplaces in the EU pay €0.50 for each initial annual installation once a threshold of one million is surpassed."Every AltStore download incurs a cost of €0.50, as Apple has not exempted third-party app stores from this fee," Testut stated. The fee is ultimately passed on to the users to ensure the platform's sustainability.

Testut has calculated that a fee of €1.50 is the minimum required to cover the Core Technology Fee and payment processing expenses.

"While this is not ideal, it is essential for the continued operation of AltStore, allowing developers to confidently distribute their apps and ensuring we can cover the costs imposed by Apple," he said.

Create a best indie app marketplace

Previously, AltStore existed as an alternative iOS app store, but its use involved a more complex process that essentially side-loaded the store onto devices through a developer mode.

With the introduction of AltStore PAL, Testut aims to streamline the publication process for iOS developers, especially for those whose apps may have been rejected by the official iOS App Store.

Testut's motivation stems from a desire to support indie developers who have faced challenges in getting their apps approved. "AltStore is about empowering those developers and exerting pressure on Apple to pay more attention to the indie community," he remarked.

While AltStore is the inaugural third-party iOS app store in the EU, it is unlikely to be the only one. Epic Games has also announced plans to introduce its own app store in Europe, following its legal disputes with Apple in the United States over app distribution.
